Looks like Tony Lapretta with chief Conlon. I believe Tony ran a hat shop.

Yes it is Tony Lopreta the "HAT MAN". He did have a hat shop and could do wonders with hats including cleaning and shapiing. He was a good man.

OMG, that is Tony! ....I used to walk by his hat shop on Eagle Street on my way to Drury. You could smell the cleanershe used out on the street...and many times Tony would be standing in the doorway.....what a memory!
