Looks like the "costume" contest that was being held at a ciry playground. Every week there was a different contest - pet show, bicycle parade, etc. for prizes.

I worked at Sunshine Camp for a few years. These young people and those who were young at heart are truly rays of sunshine. I am confident I learned more from them than they did from me. Lori (Bostwick) Hartlaub
