The gentleman is apparently a beekeeper. He is using a bee lining box and is pouring in a mixture of ,most likely, sugar water and anis. The honeybees are drawn to the mixture by the odor and they begin to eat it and take it back to their hive. They ,in turn, tell other worker bees in the hive where this mixture can be found and soon there is a line of bees flying to and from their hive to collect this sweet nectar. The beekeeper can then follow this "line" of bees back to the bee tree and harvest the honey and/or take the bees and put them in a standard bee hive.
